Our client is looking to recruit a Group HSEQ Manager to ensure excellence of practice within the HSEQ function, based primarily at their Head Office in Liverpool but will involve travel to other sites

You will have extensive experience in Health and Safety from a manufacturing, engineering, heavy industrial, waste /recycling or construction environment.The ideal candidate will have professional qualifications to complement experience & assist the business in improving plant safety, implementing an improved culture towards Safety and be able to define their future journey.

The ideal person will have solid experience in H&S, Environmental and Quality strategy and you will have worked closely with the Environment Agency & you will have had strong exposure to and implemented ISO Standards, namely ISO 45001 , ISO 14001 and ISO 9001 and worked in an environment where ALL these have been integrated

Overview of the role

You will effectively manage & coordinate all aspects of the Group’s Health, Safety, Environmental and Quality performance. Driving the implementation & continuous improvement in all HSEQ policies, procedure & strategies. You will be accountable for all HSEQ related activities, systems, operational risk management and support, administrative and legal compliance tasks within the Group associated with effective HSEQ Management.

The post holder will be involved with the development, implementation and delivery of the HSEQ strategy across the Group, supporting and advising all sites to ensure a safety culture which promotes safe working conditions. This role will be responsible for the maintenance and continual improvement of the Integrated Management System (IMS) covering ISO9001, ISO14001, ISO45001, End of Waste and CMS. Ensuring that their IMS is fully compliant against applicable standards.

Role and Responsibilities for the position of Group HSEQ Manager:

  • Deliver and implement the HSEQ strategy and initiatives to raise awareness of safe operating standards
  • Responsible for developing a strong working relationship with all employees to promote a culture of engagement in HSEQ across the Group
  • Drive and promote an effective safety culture across the Group, acting as the ambassador for a safe working environment
  • Develop and coordinate the execution of the Group’s internal and external audit programme
  • Lead management reviews relating to the Company’s integrated management system
  • Manage the HSEQ team to provide a HSEQ support service across all sites
  • Support the Group project function, from pre-contract stage by involvement in tender or pre-qualification processes and through execution phases
  • Provide guidance and information to management and employees on HSEQ legislation and HSEQ matters
  • Ensure the Company follows all legal obligations in the management of HSE
  • Liaise with external HSEQ professionals
  • Provide management information and feedback to employees to ensure they are kept adequately informed
  • Manage and deliver management system audits/inspections and a programme of corrective/preventative actions for continuous improvement to ensure the highest standards in technical competence and safe working practices are met
  • Monitor, review, improve and amend the Integrated Management System to ensure continual improvement and compliance
  • Manage the coordination and completion of ISO9001 / ISO14001 / ISO45001/End of Waste/Competency Management Systems (CMS) audits and support operational teams with the external audits
  • Provide coaching, mentoring and support to action owners
  • Support the Implementation, design and development of risk management processes, including Risk Assessment, COSHH Assessment, Fire Risk Assessment and Compliance Audits
  • Manage the development and completion of HS&E Statutory Health, Safety and Environment Compliance audits and site safety inspections
  • Support production of RAMS, traffic management plans, safe systems of work and associated related risk management documentation
  • Manage and support the delivery of company health and safety inductions
  • Identify knowledge or skills gaps and implement supportive corrective actions, working with the L&D Manager, to meet these needs to help ensure competency levels are attained and maintained
  • Provide internal training and coaching to operational teams in specific subject matters, such as Contractor Management, Incident Investigation, Risk Assessment and COSHH
  • Deliver reports to managers of their risks, recommending solutions to improve the level of compliance and regulatory risk control and ensure any breaches are addressed
  • Identify any operational and regulatory risks, escalating as appropriate and provide competent advice and recommendations
  • Compile reports to inform the Board of internal audit findings, risk profiles, non-conformity of contractual or external audits and incident trends in order to facilitate improvement
  • Identify and understand the health, safety, environmental & associated legal requirements that are relevant to the work and ensure the teams comply with these
  • Support and lead any accident and incident investigation, utilising root cause analysis and provide advice to Operational teams on effective preventative measures to reduce risk
  • Deliver presentations to Operational Management Teams giving insight into performance, risk management and initiatives relevant to areas within the Group
  • Provide concise, factual and accurate information through KPI’s to the Head of Group Support Services

Ideal Candidate for the position of Group HSEQ Manager

  • Membership of IOSH at Tech IOSH level (or similar)/NEBOSH General certificate, ideally Grad IOSH / CMIOSH level
  • Educated to degree level
  • 5 Years’ experience within a full time Health. Safety, Environmental and Quality role
  • Full working knowledge of ISO45001, ISO14001 and ISO9001 including internal auditing and management experience
  • Trained auditor or can demonstrate on the job auditing experience
  • Delivering presentations and writing competent reports
  • Experience in issuing, following up and closing corrective actions
